Ai cittadini votare interessa sempre meno, questo il dato che emerge con chiarezza: se alle ultime votazioni regionali l’affluenza è stata del 46% (contro il 67% del 2020), alle europee non è andata meglio, 55% contro il 64% di quelle precedenti. Il vero vincitore delle elezioni sembra essere il partito dell’astensionismo, in crescita anche a livello comunale dove la partecipazione in genere è maggiore.
Se da una parte il cittadino sembra ritirarsi nel privato, per sfiducia nella possibilità di incidere nelle scelte delle istituzioni o per disinteresse per un meccanismo politico che appare distante, lo Stato non fa nulla per ribadire il valore della comunità, l’utile e anche il bello dei beni comuni che vengono ridotti sempre più: le aree delle piazze, i parchi cittadini, ma anche le semplici fontanelle potabili, le panchine all’ombra di un tiglio, i bagni pubblici, le sale d’attesa nelle stazioni, la piscina a prezzi popolari o il campetto dove improvvisare una sfida a calcio.
Il mantra dei costi troppo alti non sempre convince, soprattutto quando si vedono stanziati investimenti milionari in opere nuove, di dubbia priorità, piuttosto che nella cura dell’esistente.
Se gli spazi pubblici e gratuiti diminuiscono c’è il rischio, come ha detto la docente di Urbanistica Elena Granata proprio qui a Piacenza, ospite del Festival del pensare contemporaneo, che queste scelte facciano crescere i ragazzi con la percezione fisica che gli spazi siano fruibili solo per chi ha il denaro per spendere, che ci possa divertire pagando e, dunque, che la cittadinanza sia un diritto da dimostrare attraverso il proprio potere d’acquisto e non intrinseco alla persona e alla sua dignità.
Che fare, dunque? Innanzitutto ridare alla parola politica il senso più ampio, da polis, e quindi separarla dalle noiose e opache dinamiche di partito per considerarla, invece, una possibilità di partecipazione e, quindi, una forma di libertà. Poi rivolgersi a quelle numerose realtà locali, e non, che in vari modi continuano a far sentire la propria voce e ad esercitare spirito critico e di controllo sul bene comune. Perché, se la voglia di votare sta diminuendo, non è finita la necessità di occuparci della polis, ovvero la nostra città, la comunità. Insomma, di occuparci di noi.
